Kevin Wagner, MBA — Co CEO
Kevin holds a Master of Business Administration and built his career at Fortune 500 organizations, where he focused on leading and developing people through structured performance and coaching systems. Over those years, he trained, coached and mentored hundreds of individuals using methods grounded in business intelligence, performance improvement and behaviour-based development.
He brought that same approach to anEDGE and grew it into Canada’s premier law enforcement coaching and mentoring company. Working alongside policing, recruitment and HR professionals, anEDGE gives applicants focused, realistic preparation for some of the most demanding hiring processes in the country. What that work made clear, year after year, is that agencies and candidates are both underserved by the tools available to measure whether someone is genuinely ready for the role.
Evaltick is Kevin’s answer to that gap: the first high-trust evaluation platform for law enforcement hiring in Canada. It assesses a recruit’s readiness and the competencies they can actually demonstrate for the role, rather than the ones they can describe in an interview. Kevin has been involved from day one — shaping the vision, directing the build, and leading the market strategy.
His aim for Evaltick is straightforward. Give agencies evidence they can trust, and give candidates a fair, transparent measure of where they stand.
Shana Wagner — MA, Co CEO
Shana brings a distinctive combination of civilian policing, human resources and executive leadership experience to her work. Her career includes a civilian role within a municipal police agency, where she worked directly under the Police Chief. She participated in the development and testing for the pilot phase of PRIME BC, and helped train police departments across British Columbia through the rollout of new systems and operational processes.
She moved from there into municipal HR leadership then rose to executive leadership as a Chief Administrative Officer, overseeing a BC community. Shana was recruited to the Richmond Olympic Oval immediately post-Games to oversee systems and process for this municipal corporation, then a start-up operation. She served primarily as Senior Director, leading both HR operations and the technology department for the duration of her tenure there, including serving as acting Co-General Manager for a period— experience that pairs an understanding of how people are hired and developed with an understanding of how systems are actually built and run. In total she brings more than 25 years of executive experience in recruitment, talent development, training and leadership.
Shana also holds a Provincial Instructor Diploma and has taught in a college setting. This experience informs her approach to training and assessment, with an emphasis on clear learning goals, practical skills, and useful feedback.
That combination shaped anEDGE. Shana was central to its development into Canada’s premier law enforcement coaching and mentoring company, translating her knowledge of both police operations and professional recruitment into preparation that helps applicants navigate complex hiring processes with structure, professionalism and practical insight.

Paul Fayle — Senior Director & Partner
Paul brings 38 years of policing experience to EvalTick. During his career with the New Westminster Police Department, he rose from Constable to Staff Sergeant and became heavily involved in recruitment, background investigations, candidate evaluations and final hiring decisions.
That work gives him a practical understanding of how police agencies assess applicants—the qualities they expect and what distinguishes a competitive candidate at each stage of the hiring process. He has coached and mentored numerous applicants who have gone on to policing careers, combining real recruitment experience with candid feedback and practical guidance.
At EvalTick, Paul helped author and validate the competency rubric every assessment is measured against. He serves as a reviewing assessor, oversees and trains the assessor team, and works directly with agencies on how EvalTick fits their hiring process. The standard EvalTick measures against was written by people who have sat on the other side of the hiring table, and Paul is one of them.
Gerald Lau — Senior Director & Partner
Gerald brings more than 30 years of law-enforcement experience to EvalTick, spanning investigations, youth engagement, crime prevention, training and recruitment. His career included serving as a School Liaison and Youth Officer, coordinating summer police academies and contributing to the JIBC Assessors Program.
Through the Assessors Program, Gerald conducted pre-recruit interviews and worked directly with applicants preparing for policing careers — experience that gives him a detailed understanding of how candidates are evaluated and what agencies expect at each stage of the hiring process. He is deeply committed to mentoring future officers; many applicants he has coached have gone on to policing careers, and many of his former students still seek his guidance today.
At EvalTick, Gerald trains and calibrates the assessor team, ensuring every reviewer applies the standard the same way, and leads the coaching work that helps applicants understand what the assessment measures and how to prepare for it honestly. He has interviewed and evaluated police applicants for decades — EvalTick is that judgment, applied consistently and at scale.
